Toghe rosse (Red Benches*) is the term that Silvio Berlusconi uses when talking about the judges that are making inquiries about him. It means that they are all communists in the pay of the opposition. The term is used very often since he has been on trial from time immemorial.
*(Toghe are the judges' robes. I tried to translate the metonymy.)

Red Robes might have been okay. Sometimes we recognise clothing as (almost people). eg. 'Greg Norman was the Green Jacket this year.'
